Install LegacyJavaFixer, make sure to install the version "1.6.4"

Once installed, also extract the "LegacyJavaFixer_1.6.4" zip file
Open FileZilla
Transfer all the following folders: mods, libraries, minecraft_server.1.6.4, and cauldron-1.6.4-1.965.01.205-server jar files

Once transferred, head over to the Files tab and right-click the "cauldron-1.6.4-1.965.01.205-server" jar file and click on "Set as server JAR"

Now, start your server and you're ready to go. Add the desired mods and plugins to your server to manage permissions!
